Elkton Federal Penitentiary

Elkton_Federal_Penitentiary_1Heapy Engineering designed the Mechanical-Electrical systems for the new 530,000 SF facility consisting of one (1) Minimum Security Satellite Camp (FPC), and one (1) Low Security (FCIL).  The systems were developed in accordance with design guidance as provided by the Federal Bureau of Prisons (FBOP).  The facility has a total cell capacity of 2056 inmates.  Overall design placed emphasis on energy conservation thru efficient system design and operation. 

Controls consist of a direct digital control system utilizing pneumatic actuation to control various items of equipment and systems within the complex. 

Primary electric service is delivered at 12,470/7,200 volt, 3 phase, 60 Hz from overheat electric lines.  Standby power is generated at 480 volt and transformed to 12,470/7,200 volt, 3 phase, 60 Hz and supplies the standby electric main switch located in the primary switchgear.  Primary electric is distributed from the primary switchgear to the facility’s loads via (2) primary loops. 

This project was completed in 1996 with a construction cost of $70,850,000.
